Transportation Network Policy 4: Internal Streets. Provide efficient internal <br />local street networks within each development parcel. <br />GUIDELINES: <br />4.1 Multiple street connections are encouraged where practical and <br />reasonably feasible ro facilitate choice, spread traffic, and improve <br />pedestrian and bicycle use. ,-. <br />4.2 Entry points from connector and neighborhood streets should be <br />designed to accommodate traffic Flow in a safe manner. --- <br />4.3 Traffic flow should be designed so as to reduce through traffic within <br />neighborhoods. - <br />4.4 Neighborhood streets should provide normal vehicle access, as well as <br />emergency access and necessary parking, without dominating the -' <br />neighborhood appearance. <br />4.5 Utilize traffic circles, as shown in Figure 4-5, to calm traffic at key <br />iutersec[ions of internal streets and at intersections of K-mt(nr <br />~.+-.-~.~unm~iu _and -+rr;;k,~nci~~l~horh~t~nl streets where _ <br />warranted to achieve satisfactory neighborhood residential environments. <br />a-s <br />
