c. Southbound on I-680, views into the GHCBI Project will remain
unobstmcted both at the ^orthem and southern ends of the property, where the freeway
is elevated. Views of Pleasanton Ridge will remain along the entire reach of I-680.
d. The GHCBI PUD uses landscaped soundberms, designed to retain views
(especially of Pleasanton Ridge) from 1-680, as the principal means of noise
attenuation.
e. The GHCBI Project retains key visual resources of the site and provide
views of and across the site from Bernal Avenue and I-680 by the provision of 320
acres of currently unplanned futtrre public uses. These 320 acres have been massed in
a manner to maximize potential for future public uses, while maintaining setbacks
from major regional and local transportation corridors.
f Under [he grading requirements in the PUD (Condition ~, new contours
shall be designed to naturally blend into existing contours. Grading for proposed
soundberms along I-680 should result in naturally appeazing landforms.
g. The PUD (Condition _) also addresses the design of soundwalls and berms.
The soundberms should have an undulating, natural appeazance, wherever they aze
located on the site. Landscaping will not be allowed to grow to block views from I-
680 to Pleasanton Ridge, and must be clustered in such a way as to provide view
corridors.
h. Despite these comprehensive requirements and design features of the
GHCBI Project, which implement all feasible mitigation measures to reduce this
impact, development of the site inherently will significantly reduce the "green vista"
across the site currently available from I-680.
i. All development alternatives would reduce visibility into and beyond the site
and diminish the "green vista" currently available from I-680. The No Project
Alternative is rejected because it would not meet any of the Project Sponsor's
objectives nor would it fulfill any of the City's objectives for this site, including
provision of additional housing, open space, affordable housing, an elementary school
site and public improvements.
2. Impact N5. A significant number of major trees on the site would be lost as a result
of site grading and improvements to Bernal Avenue.
Mitigation Measures:
Measure NSa. Development shall preserve as a visual resource any heritage trees on
the site, the riparian vegetation along the Arroyo and in the finger tributary, the trees at
63
