Mayor Pico said with respect to setting up a blue ribbon task force committee,
that the process already set up needs to be honored. It was incumbent upon Council to
not interfere with that process and ~ is an opportunity for everyone in the community
to comment during that process. All of the commissions, including the Housing
Commission, will be making presentations addressing the various needs. His sense is
that he would like to see the folks l~resent tonight follow up on the issue of affordable
housing and to continue through the process. He suggested they address and approach
the Housing Commission and there will be a joint Council - Housing Commission
Workshop taking place April 24.

Ms. McKeehan clarified that the proceeding vote meant that the item would be
agendized for another discussion by the Council and that staff will ~ry to agandize that as
soon as possible, possibly the second meeting in May.

Ms. Dennis said that in the meantime representatives from these groups should
attend meetings that address this housing.

Ms. McKeehan said that the group could decide on how they would like to be
noticed and could provide names to the Deputy City Clerk before leaving tonight or call
the City Hail in the morning. Names and numbers will be given to the Deputy City Clerk
and will be notified with future notices.

Ms. Dennis asked if a process has been designed for reviewing the housing
element?

Ms. McKeehan said that Council would be considering that at one of the two next
Council meetings. The staff report is in progress at the present time. Council will have
ultimate decision, obviously, on how that process works.

Ms. Michelotti encouraged this group to get the meeting dates and times of the
Bernal Task Force and to go to them, as well as to the Housing Commission, because the
prices of housing in Pleasanton is astronomical fight now. A developer who goes in to
buy a piece of property, even something that is zoned housing, and then to get affordable
housing implemented into that, is difficult at best, when the community is saying, "We
want lower density." In order to get affordable housing you have to give density
bonuses, you have to increase the density in order for that to occur. We have an
opportunity and she encouraged everyone to become active and advocate his or her
views. Many times there are people coming to council meetings, saying, "Absolutely not
- do not build that." Plans for medium density housing on a piece of property in
Pleasanton right now is being reduced to the very minimum because development plan on
the site was set aside by. the voters and because the community is saying "no - we do not
want anything less than $1 million homes here." There are two dynamic forces going
against each other. She suggested the group or a representative go directly to where it is
happening. There is land value at $0 on the Bernai Property. The Pedro's site cost
several million dollars. The question then becomes where can we best leverage our
dollars.

Plemanton City Council 16 04/I 7/01
Minutes
