ATTACHMENT 14
Program 1.6 from the General Plan Circulation Element
Program 1.6 (September 2008 Version Superceded)
Provide an emergency vehicle accessway linking Stoneridge Drive to El Charro Road to
serve emergency access needs for development of the Staples Ranch site (if and when
it develops) until such time as the full Stoneridge Drive extension (including a four lane
bridge) as shown on the General Plan Map "the Stoneridge Drive Extension is
constructed. The timetable for construction of the Stoneridge Drive extension will
depend on Pleasanton reaching an agreement with its regional partners (i.e., the cities of
Livermore and Dublin, the County of Alameda) for a strategic approach and funding plan
for relieving traffic congestion in the Tri- Valley. This agreement will be embodied in a
policy /plan adopted by the City Council (following a public hearing) that includes a plan
which prioritizes funding for improvements to 1 -580, 1 -680, and State Route 84 and
requires completion of a regional arterial network that includes Dublin Boulevard, Jack
London Boulevard, North Canyons Parkway, and the Stoneridge Drive extension.
This policy /plan may also authorize the immediate construction of the Stoneridge Drive
extension. This policy /plan shall be subject to referendum. If the policy /plan does not
authorize the immediate construction of the Stoneridge Drive extension and thereafter
the City Council votes to construct the Stoneridge Drive extension, it shall do so
conditionally and shall defer proceeding with the actual construction of the Stoneridge
Drive extension for one year to allow citizens who disagree with the decision the
opportunity to circulate an initiative measure to delete the Stoneridge Drive extension
from the General Plan Map and to amend the General Plan in other respects so as to
maintain internal consistency. Construction may proceed if: (a) a Notice of Intent to
Circulate Petition is not filed with the City Clerk within 30 days of the Council's decision
to construct the Stoneridge Drive extension; (b) a Notice of Intent has been filed but a
sufficient number of signatures has not been gathered within six months of the filing of
the Notice of Intent; of (c) the initiative measure is placed on the ballot but fails.
Program 1.6 (Current Version)
Open the Stoneridge Drive extension to through traffic when Pleasanton reaches an
agreement with its regional partners (i.e. the cities of Livermore and Dublin, the County
of Alameda) for a strategic approach and funding plan for relieving traffic congestion in
the Tri Valley. This agreement will be embodied in a policy /plan adopted by the City
Council (following a public hearing) that includes a plan which prioritizes funding for
improvements to 1 -580, 1 -680 and State Route 84 and requires completion of a regional
arterial network that includes Dublin Boulevard, Jack London Boulevard, North Canyons
Parkway, and the Stoneridge Drive extension.
