STATE OF Gl IFQRNtA Amid adwrxraWe, anra
PUBLIC UTILITIES COMMISSION
see VAN way O C 1
SAM Y. -IDr
December 5, 2008
LETTER 17 1
Janice Stem
City of PIeasanton
Community development department
P.O Box i20
Pleasanton, CA 94566
Re; Yotioe of Completion -Draft Environmental impact Report (DEIR)
;CH if 2005122139 Pleasanton General Plan 2005 -2025
Dear Ms. Stem:
As the state agency responsible for rail safety within California, the California Public Utilities
Commission (CPUC or Commission) recommends that development projects proposed near nail
corridors he planned with the safety of these corridors in mind. New developments and
improvcruents to existing facilities may increase vehicular traffic volumes, not only on streets and
at intersections, but also at at -grade highway -rail crossings. In addition, projects may increase
pedestrian traffic at crossings, and elsewhere along rail corridor rights -of -way. Working with
CPI IC stl JT :arty in project plwming will help project proponents, agency staff, and other
reviewers to identify potential project impacts and appropriate mitigation measures, and thereby
improve the safety of motorists, pedestrians, railroad personnel, and railroad passengers.
Of coven are the at -grade mil crossings located at Angela Street (CPUC 004-4130), Rose
Avenue (CPUC it 004 41.40), St. Mary's Street (CPUC 009 -41.60), Si. John's/Eva Street (CPUC
4 004-41,70) and Santa Rita Road (CPUC 004 41.90) resulting from cumulative lraffffc impacts
over the can from development projects.
The transportation section of the DEIR does not address any of these crossings in any of the 17.1
narrative or description of areas studied by the traffic consultant. There is no traffic analysis
provided of the at -grade rail crossings and what if any mitigation would be required based on
traffic impacts to these crossings from the proposed land use changes in this General Plan update.
Otherwise: subsequent proposed development projects will be required to conduct individual traffic
impact sallies to determine impacts and mitigation measures to these crossings.
Some of the potential at grade rail crossing modifications to be considered by the City: are new
warning devices, widening of the roadway (addiddxall lanes), raised medial on both sides of the
track, ant advanced preemption. The amended traffic impact analysis can confirm these and or
additional improvements and when they would needed.
EANOISMS
i'C 1- 70011
CITY
PLLANNIN DMSIONr
