THE CITY OF
ATTACHMENT 5
mrd 11 _._r 1 111
June 30, 2009
PLE ASANTON©
Re: Proposed Conversion of Vineyard Villa to Residential Ownership
Dear Resident,
In 2007, the owner of your mobilehome park applied to the City of Pleasanton to convert the
Park to "residential ownership What that means is that each of the spaces within the Park
would become legal lots and then you would have the opportunity to purchase the lot on which
your mobile home is located. If you did not wish to purchase the lot, you would simply continue
to pay rent.
If, after the owner starting selling lots (and, by agreement, this would not happen for at least 10
years), you had not purchased your lot and decided to move from the Park, the next person
occupying your space would need to purchase the lot; that new purchaser could no longer simply
rent the space from the Park owner.
In an effort to inform and educate residents about this proposed conversion, in 2008 there were a
number of meetings at the Park. In addition, the Park Owner sent residents written materials.
In March 2008 the Park Owner sent all residents a survey in which residents were asked whether
they (a) supported the conversion, (b) did not support the conversion, or (c) declined to respond
at that time. The completed surveys were sent to the City of Pleasanton.
The City received 119 responses (out of 208). Of those responses, 41 were in support, 38 were
not in support, and 40 marked "declined to respond at this time."
In May 2009 the Pleasanton City Council conducted a public hearing on this matter. The
Council was concerned that the residents needed more information about the proposed
conversion and directed City staff to coordinate with the Park owner to conduct additional
outreach to the residents and provide additional information to the residents.
To that end, residents have been provided with a document setting forth a number of questions
and answers about the conversion, and there have been two all Park meetings (one in the day,
one in the evening) at which the conversion has been extensively discussed. There was also the
opportunity for small groups of individuals to meet with the Park owner's representatives and
with City staff to answer any other questions on this topic.
Council also asked that a revised survey be sent to the residents. Unlike the previous survey, this
survey would just ask whether you are or are not in support of the conversion. That survey is
attached.
P. O.
