ATTACHMENT 12
PMCC -2
VINEYARD VILLA
3263 Vineyard Avenue
MINUTES
Thursday, January 8, 2009
7:00 P.M. at Vineyard Villa Mobile Home Park
Present: Michael Roush, City Attorney; Donna Decker, Principal Planner;
Natalie Amos, Assistant Planner; and Susy Forbath with Gilchrist Rutter,
representative of the property owner.
Bill Fritsch, resident, introduced City staff and Ms. Forbath. He also outlined how the meeting
would "run
Ms. Amos introduced herself and explained that the intent of tonight's meeting was to address
questions /concerns that the residents may have. She explained that there will be no physical
change to the property through this application. Ms. Amos stated that the condominium
conversion would be for ownership of the "airspace" for each unit within the park. She then
outlined how the planning process works and that action on the application will be taken by the
Planning Commission during a public hearing scheduled later in the month.
Mr. Roush explained the rent stabilization agreement and that the residents may not have an
interest in owning at this time in which case those who do not want to buy could continue to pay
rent as in the same situation as it exists today. Mr. Roush stated that is what would happen if the
conversion would go through.
Mr. Roush mentioned that last spring or summer everyone was sent a survey to indicate their
interest in the park conversion and if they were interested in buying a lot. He stated they
received back approximately 120 responses and out of those responses approximately 42 people
were in favor of the conversion, about 37 were not in favor, and 40 were not sure one way or the
other as they needed more information. He noted that based on the return of that survey, the City
felt the majority were in support of the residential conversion and based on that information the
property owner proceeded to file an application with the City to convert the park to the
residential ownership as has been described tonight.
Mr. Roush stated that the City felt it was important to have this park community meeting to
answer questions about the process and any planning or legal issues. He noted that the owner's
representative is also here to answer questions regarding the program. He explained that the
mobile park still remains, but the change to condominium is a legal matter in terms that you have
to convert to condominium, but it is basically condominium airspace. He stated that if this
conversion goes through, everything would still remain the same for ten years, then after the ten
year period, the owner could start selling lots. He stated that at that time, you would have the
opportunity to buy that lot or continue to pay rent. He mentioned that the Tenant Impact Report
that was handed out earlier in the week explains this process. He noted that everyone is more
than welcome to call him or Ms. Forbath with any questions they may have.
Minutes: PMCC -2 Page 1 January 9, 2009
