C. Haight, consulting actuary, to determine if
he could come to Pleasanton to assist the Council in preparing the necessary forms for
entering the State Employees' Retirement Syetem. Upon receiving Mr. Haight's reply, a
special meeting will be called.
209
At this time a group appeared before the Council to explain the results:_ of the recent
dental survey at the Pleasanton Grammar School. Those present were: Mr. Frank Lucas,
Mr. John C. Mann and Mrs. Geralding Deck, from the Elementary School; Dr. Malcolm, of the
Alameda County Health Dept; Dr. Bardsley, of the Veterans Hospital; and Dr. Hector.
Or. Bardsley presented a dummary of the survey and charts illustrating same. He stated
that 92% of the 748 children examined had defective teeth, and 8% of the children had
normal teeth. Mr. Lucas felt that an adult education program was needed to reduce the
high percentage of defective teeth. Mrs. Deck stated that the survey had helped some in
influencing parents to snake dental appointments for their children. Dr. Malcolm stated
that fluoridation of the public water supply would reduce defective teeth greatly. Dr.
Hector agreed with his opinion. Councilman Abrott told the group. that the necessary
equipment for fluoridating the water had been installed; however, a meter must be in-
stalled on the 6" line in order to meet the requirements of the State Board of Health.
In all probability this will be installed by June lst, at which time the fluoridation
equipment will be put into operation. Mr. Oxsen was requested to order this meter from
either Neptune Meter Co. or Sparling Meter Co. and also to see Mr. Al Avilla in regard
to building a room for the fluoridation equipment.
COMMITTEE REPORTS:
PUBLIC UTILITIES:
Mr. Oxsen stated that Mr. Victor Lund had read the corrected lease prepared by Attorney
White and approved same; however, Mr. Lund did wish to have a clause added that would
permit him to remove fences and corrals upon expiration of lease. RESOLUTION No. 2291,
authorizing execution of lease to Victor Lund, was adopted, on motion of Councilman
Abrott, seconded by Councilman Cairo and approved by all Councilmen present.
Mr. Oxsen spoke with Mr. George Andrews in an effort to reach an agreeable price on his
land for the reservoir site; however, Mr. Andrews had put the matter in the hands of
his Attorney. The Council felt that the matter had been delayed enough; therefore,
Attorney White will be instructed to start friendly condemnation proceedings.
RESOLUTION No. 2290, approving final payment to Western Well Drilling Co., in the amount
of $1,938.39, was adopted, on motion of Councilman Hewitson, seconded by Councilman
Cairo, and approved by all Councilmen present.
Mr. George Sobiela reported that the oil that is getting into the Sewer Farm is coming from 1
the laundry. Mr. Sobiela was requested to install a meter to register the water Mr. Lund
is using at the Sewer Farm as the Council felt he slpuld pay for same.
Mr. Oxsen was asked to consult Attorney White regarding the Town's liability in fluori-
dating the water supply.
Councilman Cairo reported thaL the owners of the Groth Tract wish to retain the water
