Abatement District
ACTION ON COMMUNICATIONS:
Additional facilities for crossing the
San Francisco Bay.
Temporary war housing
Permanent installation
Abstracts of proceedings in connection with
electric and gas franchises for verification
Suggested bhanges in tract 1254 (Jensen)
Report
Mr. Oxsen was requested to advise the Western Saddlery Sporting Goods Co. that our
ordinance regulating business fees can not be changed merely for one company; also he
shall state that their competitor had nothing to do with the fee set for peddlers'
licenses.
A letter will be directed to Parks Air Force Base stating the Town's deisre to see
Parks Air Force Base be delcared a permanent installation.
A group appeared before the Council at this time to discuss fluoridating the public water
supply. Those present opposing fluoridation were as follows: Mrs. Charles Wipfli,
Mrs. Gladys Kohl, from Seattle, Mrs. Hoglund, Mrs. Regalia, and Mr. Bill Brenner.
Present supporting fluoridation were: Dr. George Hector, Mr. Ruegnitz, of the Alameda
County Health Dept., and Mr. Frank Lucas. Mrs. Clausnitzer,,representing the Women's
Improvement Club, was also present but did not state her opinion. Mrs. WipfI4 appear
ing as spokesman for the opposition, stated that by fluoridating the water supply it
would cause people to take medicine when they did not wish it. She felt that while
it might be beneficial to children's teeth, she was not at all certain that it wouldn't
be harmful to adults. Mrs. Kohl stated that she had been among those to help defeat
fluoridation in Seattle and read an article from the American Dental Association
Journal endeavoring to carry out Mrs. Wipfli's theory that it would be harmful to
adults. Dr. Hector and Mr. Ruegnitz stated that the article had been misinterpreted and
followed by reading articles and reports stating fluoride was not toxic. Insofar as
the Town's liability in fluoridating the water supply, Dr. Hector read from the
Dental Journal that Tulsa, Oklahoma courts had refused to prosecute any cases. Mr.
Brenner expressed the opinion that the Council should not hold themselves responsible
in the matter and suggested holding an election to determine the people's choice.
Mr. Lucas stated that he felt the Council was in a position to weigh the pros and cons
of the issue, as there were several public meetings two years ago before the equip-
ment was installed and there was no opposition at all. Mayor Trimingham stated that
there were also letters on file from various organizations in Town supporting fluori-
dation and that the Council had acted on the opinions expressed at. that time. While
all the Councilmen expressed their approval of fluoridation, Mayor Trimingham suggested
that Mrs. Wipfli bring in a petition listing those opposed in order to determine if
there is need to hold an election.
Mrs. Daggett and Dr. Lammert, who recently purchased a piece of property from Mrs.
Daggett on the Sunol Road, appeared before the Council to discuss the possibility of
annexing to the Town the property along the Sunol Road 6/10 of a mile beyond the
City Limits. Inasmuch as the County Planning Commission refused Dr. Lammert a permit
for a septic tarok, they were interested in determining the cost of the improvements that
the Council would require prior to annexation and the proper procedure to take. Mayor
Trimingham explained that an engineer would have to give an estimate on sewer lines
and street improvements and asked Mr. Oxsen to have Engineer Goodridge get in touch
with Mrs. Daggett.
COMMITTEE REPORTS:
PUBLIC UTILITIES:
Councilman Abrott reported that the 6" meter had been installed at the Pump House and
was operating fine. Mr. Oxsen stated that Mr. A. Avilla would start the addition to
the Pump House in approximately ten days and that Mr. Reugnitz had taken the Tayor
Tester in order to work out the fluoridation details.
Mr. Oxsen reported that the Health Department had contacted him in regard to the
sewage effluent running in the ditch. The Water Pollution Control Board requires
that the sewage effluent be contained upon the lands to be irrigated; therefore, Mr.
Oxsen was asked to speak with Mr. Victor Lund regarding this matter.
Mr. Oxsen stated that Mr. Sobiela had informed him that the 4" line on Neal Street
runs as far as the fire hydrant, beyond that to Mr. Duke Bonde's fence (approximately
160 feet) the line is in bad condition which would contribute to Mr. Bonde's poor
water pressure. Mr. Oxsen was authorized to have a new 2" line installed.
STREETS AhD BUILDINGS:
