Higgins, Secretary of the East Bay Division of the League of Califorhia
Municipalities advising of the next quarterly meeting at Livermore on Thursday
evening, June 29th at 7 o'clock.
June lst =- Metropolitan Oakland Area Committee acknowledging receipt of $100.00 from the
Municipality toward the current year's Metropolitan Oakland Area advertising program.
June 1st - -Copy of letter from George Janssen, Chairman of the Board of Supervisors of Alameda
County to County Librarian Mary Barmby advising "that after June 30th the County of
Alameda will not furnish library service, other than books, to the following in-
corporated towns and cities: Albany, Emeryville, Hayward, Livermore, Pleasanton and
San Leandro: The communication further advised the.County Librarian "to notify the
branches affected and carry the arrangements through to a final conclusion by the
end of this fiscal year.
A recess followed during which the finance committee examined Claims No,.57.7 to 622,
inclusive and amounting to $980.64. After themeeting had been called to order again,
Councilman Rivolta of the finance committee reported that the committee had examined and
approved' the claims and he made a motion to the affect that the claims be paid._ Council-
man Madsen seconded the motion of Councilman Rivolta. Councilman Rivolta reported that
the officers monthly reports had been accepted and it was ordered that they should be
placed on file.
A committee from the Alameda County Agricultural Fair Association appeared before
the Board with reference to funds. Present were: President Letham, Directors: Wray L.
Bergstrom, Peter Hoare, James Trimingham, Jack Casson and Andrew Garin. Mr. Bergstrom
appeared as the spokesman for the group. He read a communication from the committee,
of which he'was a member and which included also Messrs. Peter Hoare and Lee Wells. The
communication set forth that the committee was anxious to receive an`appropriation of
$1000.00 and in same they gave their reasons for asking this amount. The Messrs. Peter
Hoare and Andrew Garin spoke in behalf of the project and their interest in seeing
Pleasanton do its part. Jack Casson addressed the Council also stating that he understood
that the City of Hayward, through its City Council, would help out in the amount of $500.00
providing Pleasanton did something and he pointed out that after all Pleasanton was the
community that would gain the most by holding the fair. Mayor Orloff responded for the
Council and stated that he felt that $1000.00 was a little to high and that the municipality
was in no position to make such a large contribution. He queried the group with regards
to the property, leases and other details and he was answered by President Letham. Council -
man Madsen queried the group with regards to how the business men of the community felt and
what they were planning to do. Councilman Rivolta felt that the matter should be taken under
advisment before anything?wasv.done. The committee from the Fair Association seemed very
anxious that the Council hold a private session in the matter and decided what they could
do at this time in order that the work of soliciting funds might go forward as rapidly as
possible and such solicitations would necessarily be tied up until there was an, expression
from the City Council as to what it intended doing. It was therefore decided by the Council
to hold a recess for a cacus and decide the matter. Following the recess Mayor.Orloff speak-
ing for the Council reported to the committee that $500.00 had been set up to be used for
advertising purposes and that same would be available on and after August 1st. Councilman
Trimingham made the suggestion, which was accepted by the Council, that every effort should
be made to include the decorating,_:, of Main Street, Rose Avenue and Angela Street. James
Trimingham expressed appreciation for the appropriation and reported that he understood from
a group of taxpayers that they were willing that the Town should be willing to do something.
Other members of the Fair committee spoke in appreciation of the appropriation,. City'Clerk
Schween made a few remarks in behalf of the project and suggested that Community Dinner be
held sometime in June to further the County Fair project and that the City Council should
take under advisement the sponsoring of this af:bir. He suggested that the Mayor act either
as active chairman of the committee or as honorary chairman. Mayor Orloff was quite enthused
over the suggestion as were the other councilmen, and it was decided that something should be
done to further the suggestion.
Action on the communications were taken as follows:
May 16- -John Mancini - -Filed.
May 18 -- Pacific Gas & Electric Co. — Filed.
May .31- -Grace L. Higgins, Secretary, East Bay Division of California League of Municipalities.
It was decided by the Council that a very special effort be made for all the counc -t-
members and such municipal officers as could- attend, to go to Livermore for this,
dinner. Councilman-Madsen brought up the matter of the expenses involved, viz.
the dinner and it was ordered that the municipality should take care of same.
June 1st -- Metropolitan Oakland Area Committee - Filed.
June 1st - -Copy of letter from Board of Supervisors of Alameda County, to Miss Mary Barmby,
County Librarian. The Council gave very serious thought.to the matter and it
was decided that a special meeting should be calleaoon Monday evening, June 19th
to discuss this matter. The council accepted the suggested of the Clerk to the
affect that the records of the local library be gone over for the past year or
two in an effort to see how many people were using the branch, the amount of books
and magazines taken out and such other details as might be helpful in determining
just what should be done about the library service.
Councilman Madsen of the Public Utilities Committee spoke with reference to a
license being issued last fall to George Mills, Jr. in re. plumbing. There was some discussion
about this license following the requirements necessary, but in view of th fict IN the
present license expires June 30th, it permitted Mr..Mills to complete..the 'Wor . was
brought out before the Council that some caution should be taken in the future with regards
these licenses, demanding the applicants to produce the necessary credentials.
