Councilman reported that,
representatives of the Wallace & Tiernan Corporation had been to Pleasanton and had taken he
and Mr.' Sinclair to inspect plants of the City of San Francisco at Sunol and the Calaveras
Dam. The correspondence from both companies was.then introduced.. Councilman Mazza explained
that in connection with the installation of chlorination, a new pump set -up would be needed:
He reported that a new twdflnch pump would be required to pump out of wells and the sump with
a 10 H.P.- motor installation. He said that two pumps would then be available and the project
could amply be taken care of. There was some discussion with regards to the chlorination matter
among t'he councilmen, but no decision was reached.
Mayor Rivolta took up the Agreement with the City of Pleasanton entered into with the
Spring 'Valley water Company and now being carried out by the City of San Francisco. Mayor Rivolta
was of the opinion that it might be well to see whether or not a new well could be secured
together with a new pipe line from the well to the city limits and also procure an added area
around the present well so in case a new well was needed that same could be sunk and if the
above could be procured that the agreement with the City be cancelled, it being understood,
however, that the City of San Francisco furnish.what was required before the agreement was
cancelled. He stated that if this was done and the new pipe line put in from the property where
the present well was located to the city well property that chlorination would not be needed.
Councilman Brenner was against such proceedure, feeling that the privileges that the town
enjoyed would be jeopardized and he asked that the matter be given very carefuly consideration
before 'anything was done. He also ,was of the opinion that the voters should decided with regards
the agreement. The matter was then opened up with regards contamination of water in the well
at McKinley Park etc. and water in the wells at the Main Street Bridge, the latter during high
water in the creek. Discussion on the matter among the councilmen developed the project of
acquiring land in the vicinity of Pleasanton where wells could be sunk in order that same might
be available if present wells gave out: Attorney Nilson reported to the council that the
present well being used outside the city limits for the account of the City of San Francisco
was on'the Groth property and it was his understanding that the well could be used as long
as it fasted and he recommended that the city acquiring rights since same is not a city well
and the' right could not be passed on. He further reported that at the time the City of .San
'Francisco took over the Spring Valley property that the city acquired the right -to take water
from the Spring Valley wells but that the Spring Valley still retain some water rights and that
endeavor to acquire these regardless of whether they were fractional rights or not: Both he
and the Clerk ,,reported on the city strip and the Clerk recommended that the strip north of
the Hansen & Orloff properties on Valley Avenue be looked into.
The Clerk presented a notice from the State Railroad Commission regarding the hearing at
the City Hall in Hayward on December 5th at 10 o'clock concerning the application of 'the
Southern Pacif is Company, for permission to discontinue the operation of passenger trains No.
231 and 232 between Tracy and Oakland Pier via Niles and second to discontinue all regular
passenger service between Tracy & Elmhurst via Niles. The Clerk inquired as to whether the
town should send a letter to the Commission protesting same or whether a representative of the
Council would appear at the hearing. Before there was any discussion on the matter among the
councilmen, Attorney Nilson took up the matter and asked that consideration be given befarer_action
was taken. He stated that at the present the service as far as Pleasanton was concerned mainly
concerned mail and express service, since the bus lines were accommodating passengers. He
further stated that the question might arise if a' protest was entered with regards the number
of passengers using the train service. He felt that something should be done to insure better
mail service for the community and gave that thought to the Ebuncil. The council then discussed
the situation and all were of the opinion that something should be done to improve mail and
express service fot* the community and of course the community should have better passenger
service whether the trains or the bus lines provided same. There was no action taken regarding
this matter,
The meeting adjourned at 9 o'clock to meet in regular session, Monday evening,
2,9 1940 at 7:30 P.M.
CITY CLERK
Pleasanton,
California, December 2, 1940.
December
The Town Council of the Town of Pleasanton met' in regular session on the above written
date with Mayor Ambrose Rivolta presiding.
