2. The Phase IIIA Expansion Study by Brown and Caldwell
dated May 30, 1980 identifies the capacity of the DSRSD plant
upon completion of Phase IIIA as being in excess of 9.0 MGD.
Phase IIIA construction is substantially complete. In addition,
recent analysis of incoming flow meters has defined more
precisely the actual flows to the DSRSD plant.
3. The City of Pleasanton and the Dublin San Ramon
Services District each agree to produce annual flow reports
showing current flows and flows projected by the sale of permits
or commitment of sewerage capacity. The report will be
prepared and submitted by October 31 of each year and will
consider the April through September flows as the basis of
dry weather flow and the previous six month (water year)
October through March as the basis of wet weather flows.
A water year is defined as October 1 to September 30.
4. Each agency shall prepare a forecast by October 31
of each year of future permit sales or future commitment of
sewerage capacity for the coming twelve months October to
September of the coming water year. Each agency will prepare
an additional forecast of any snecial flows into the treatment
system.
5. Each agency shall work diligently with the other
to implement a flow management system as determined by the
Brown and Caldwell study authorized by DSRSD on June 9, 1983
6. If either or both agencies exceed its authorized
capacity, either or both agencies shall implement a water
conservation program or other measures to bring its flows
back within limits during the next water year, October to
-2-
