Attachment K. 4 Secretary means the Secretary of Housing and Urban Development or any other official of HUD to whom the Secretary has delegated authority to act with respect to matters covered by the Grant Agreement. Substantive Violation means a breach of the Owner's obligations under section 2.3(A) -(F) of this Agreement, as set forth in section 12.03 of the Grant Agreement. Section 1.3. Incorporation by Reference The provisions of Articles V and VI and Exhibits A, B, C, D and E of the Grant Agreement entered into between HUD and the Grantee are hereby incorporated by reference into this Owner /Grantee Agreement and such provisions and Exhibits shall have the same effect as they would otherwise have if fully set forth herein. Section 1.4. Supplemental Provisions The Grantee and the Owner may include in this Agreement provisions in addition to those stated herein in Articles I, II, III and IV, provided that such supplemental provisions are not in conflict with HDG program requirements. Such supplemental provisions shall be included as Attachment A of this Agreement. Section 1.5.
