15. Severability. If any provision of this Note shall be <br />invalid, illegal or unenforceable, the validity, legality and <br />enforceability of the remaining provisions hereof shall not in <br />any way be affected or impaired thereby. <br />16. Time. Time is of the essence in this Note. <br />17. No Waiver by the Agency.
