ALLOCATION OF SURPLUS DEFICIT CDBG FUNDING
The City has estimated its annual CDBG formula allocation for FY 2010 at $350,000 based on prior
year grant allocations and current funding trends. In addition, the City plans to reallocate $25,000
funds that were set aside in FY 2007 for the LARPD Friendship Center adult day care project (that
project has become inactive and another similar project by Tri- Valley YMCA has emerged to fill the
need for adult day care in the Tri Valley). Because of timing issues surrounding CDBG funding this
year, the City Council approved a general contingency plan to address the allocation of a surplus (or
deficit) in overall CDBG funding. The contingency plan is as follows:
Any surplus Public Services funding shall be allocated to the following four underfunded
projects in order of priority: 1) #1023 (Spectrum Community Services); 2) #1001 (Axis
Community Health); 3) #1020 (Tri- Valley Haven); and 4) #1012 (Hope Hospice).
In the case of a deficit in CDBG funding, funds shall be deducted proportionately from all
CDBG- funded projects, except that the allocation for the Sojourner House Section 108 loan
payment shall remain the same regardless of the final grant amount.
The City anticipates notification of its final CDBG allocation in early May, and any change in
funding (as compared to the $350,000 estimate used during the City's funding allocation process)
will be apportioned based on the preceding plan.
Action Plan FY10
City of Pleasanton
Page 16
