The <br /> date for said collection and the scope of the program shall be <br /> agreed upon, in advance, each year by the City and the Collector. <br /> The Collector shall be required to notify every property in the <br /> City, through its billing system, of the date that the Spring <br /> Clean -Up will occur. Collector shall also publicize the Spring <br /> Clean -Up date in local newspapers no later than 14 days prior to <br /> the scheduled collection date. <br /> D. Collector shall provide two days, one in the Spring and <br /> one in the Fall, of free dumping at the Busch Road Transfer <br /> Station for Pleasanton residents. Collector shall notify all <br /> residents, through its regular billing system, of the said free <br /> dates. In addition, Collector shall publish notices of the dates <br /> in the local press no later than 14 days prior to the scheduled <br /> dates. <br /> SECTION 5 FRANCHISE FEES <br /> Collector shall pay to the City One and one -half Dollars ($1.50) <br /> per year for each residential unit (except public housing), <br /> commercial or industrial unit taking such service. One -half <br /> (1/2) of this sum shall be paid twice per year in advance by <br /> Collector to the City. Payments shall be made no later than <br /> October 15 and April 15 of each year based upon the number of <br /> 5 <br />
