In the 1980's, some space rents within these mobilehome parks increased at
a rate in excess of the increase in the cost-of-living.
C. In 1987, tenants within the parks petitioned the Pleasanton City Council to
adopt a mobilehome rent review ordinance.
D. After input from the Park Owners, the City entered into an agreement(the
January 1988 Agreement) with the Park Owners to provide a method to stabilize rents
within the mobilehome parks without the need for an ordinance.
E. The parties to the January 1988 Agreement met during 1991 to discuss the
terms and conditions of a revised Mobilehome Rent Stabilization Agreement and those
discussions led to a March 17, 1992 Mobilehome Rent Stabilization Agreement.
F. The March 17, 1992 Agreement is due to expire on December 31, 1996 and
the parties to that Agreement met during 1996 to discuss the terms and conditions of a
revised Mobilehome Rent Stabilization Agreement.
( sam 2/5/97)
1
