Ms. Michelotti said the Initiative states that infrastructure must be constructed up front
before any development takes place and Council has recommended that the road and sewer
infrastructure be constructed before the school is built.
Mr. Roush said the School District is not bound by the General Plan. So the provision in
the Initiative that states that infrastructure must be in place before development occurs does not
apply to the School District. He believes that the School District will give consideration to
Council's recommendation regarding installing the infrastructure before the school is built.
Mr. Swift said the School District is subject to CEQA and the School District would have to
prepare an environmental assessment. The absence of infrastructure would be identified in this
report and the School District would have to address this issue before CEQA would allow the
District to approve the construction of a school.
Martin Inderbitzen, 4218 Castersons Court, said he was opposed to Measure D. He
believes people that want to stop growth wrote the Initiative. He said the problems of growth need
to be solved at a regional level and state level. He said local government is doing a great job of
solving the problems at a local level, but does not have the ability to solve the problems at a
regional level. He said the state and federal government has allowed the infrastructure to fall into
disrepair and this Initiative is a way of trying to get the local government to fix the problems. He
talked about Ms. Nevis's property in the Vineyard Corridor that should be separate from the
Corridor and the Initiative. He said if CAPP passes the property would revert back to agricultural.
He felt this was unfair. He supported the Happy Valley project and in protecting it with a
development agreement. The golf course project is a public investment. He asked Council to direct
staff to initiate a development agreement for Ms. Nevis's property.
Geoff Cooper,7534 Flagstone, felt the Council members needed to state their positions on
CAPP. He also believed the Happy Valley should have been included in the CAPP Initiative. Why
should existing residents subsidize water and sewer service for Happy Valley residents, who are not
Pleasanton residents? The development process that is currently used was created after a three-year
process and thousands of hours. He believed the CAPP Initiative would cause financial damage
and not solve any of the problems. The developers will just go elsewhere and Pleasanton will still
be impacted. If CAPP passes, the City will lose control of the development process. He listed
many uses that are permitted under the County that might not be too desirable next to the properties
within the City. He thought what was happening to the people in the Vineyard Corridor was unfair.
There were no further speakers.
Ms. Ayala did not feel CAPP was a good way to govern the City. She is concerned how the
CAPP Initiative will impact the community. She believed voters are being misled and the Initiative
is detrimental for the community. She said she would not be a part of anything that tears the
community apart.
Pleasanton City Council 21 08/23/99
Minutes
