Item 6b
Report regarding projects, which could be considered for development agreements.
(SR99:246)
Brian Swift presented the staff report.
Ms. Dennis thought she might have a conflict of interest on this matter. She asked if
discussion was regarding the Vineyard Corridor as a whole or a specific area.
Mr. Roush said she might have a conflict on the western end of the Specific Plan area. He
said she could abstain from discussion on the areas where she had a conflict and participate in the
other discussions.
Mayor Tarver declared the public hearing open.
Brian McQuire,233 Del Valle Court, reiterated again he felt no need to include his property
in the Vineyard Corridor or the Initiative. He begged Council to help him untangle this mess.
Michael Goodwin, 1630 Vineyard Avenue, said the Vineyard Corridor needs a
development agreement to ensure the road right-of-way,infrastructure and the school site. Because
of the Specific Plan, a development agreement would be very easy to implement. He did not want
to lose the offer that Lone Star has made to construct the road. The road is a vital part of the
construction of the new school. He asked Council to direct staff to work with the Corridor people
to create a development agreement.
Michael Kyle, 5000 Hopyard Road, Suite 400, said the Vineyard Corridor Specific Plan is
done, the CEQA analysis is done, the property has been annexed. Everything has been done and
staff should be directed to work out the development agreements with the Vineyard Corridor
property owners. He recapped what the City has spent in regards to the golf course. He also said
there is an offer from RMC LoneStar to put the road in and the City should take advantage of this
offer. He also believed the School District is close to purchasing a site. He felt it was time to offer
the people in the Vineyard Corridor a development agreement.
Inmeli Vatanen, 1504 Redwood Drive, Los Altos, said it is time for a development
agreement and put all the pieces together.
Ken Chrisman, 1944 Vineyard Avenue, asked for a development agreement. He said if
CAPP was only about a vote on development, then why are the supporters afraid to gather
signatures. He said any development that goes before the City Council that the people are not
Pleasanton City Council 23 08/23/99
Minutes
