Mayor Tarver indicated that he would not support a generic development agreement. He
said there are many items pending City Council action that he believed would be before the City
Council before November. Before he could approve a development agreement he needed to see the
PUD's, the land use approvals, etc. If the Planning Commission is able to process projects in
September, the projects can before the City Council in October.
Ms. Dennis understood there are groups of projects coming forward and that not just one
development agreement is being requested. She had no objection to directing staff to work on
creating development agreements for the Vineyard Corridor.
Ms. Ayala asked what will happen if all the projects are approved before November.
Mr. Pico felt some of the projects would be referended.
Ms. Michelotti said adoption of a development agreement is referendable. She thought the
only decision that needed to be made tonight is to direct or not to direct staff to look at negotiating
development agreements. She said a development agreement is way of assuring that the road will
be constructed before the school.
Ms. Ayala had a concern with circumventing the public will.
Mayor Tarver agreed. He did not want the Council taking any action that the public may
think is circumventing the CAPP Initiative.
Ms. Michelotti did not see a problem with directing staff to at least talk to the Vineyard
Corridor owners regarding a development agreement.
Mayor Tarver believed the Planning Commission items would make it through the normal
process and be before City Council before November. He did not want to circumvent the normal
process. He would not support a development agreement without an approved PUD.
Ms. Dennis did not have a problem with directing staff to work with the Vineyard Corridor
people.
Mayor Tarver said he could not support staff working on a development agreement without
a PUD plan. Mr. Trotter asked if a development agreement would exempt the Vineyard Corridor
from the PUD process.
Mr. Roush said development agreement would vest the Specific Plan without PUD's.
It was moved by Mr. Pico, seconded by Mayor Tarver, directing staff not to consider
any additional development agreements until after the CAPP Initiative process has been
voted on.
Pleasanton City Council 25 08/23/99
Minutes
