<br /> Ms. Heuer is an environmental planner with experience providing technical EDUCATION
<br /> analysis, project management and assistance, and technical writing and
<br /> BA,Geography,Humboldt State
<br /> review for a variety of environmental and planning documents. She is University,Arcata,CA
<br /> experienced in developing policies and planning guidance for both urban
<br /> and rural communities throughout California. Ms. Heuer has assisted in the PROFESSIONAL
<br /> preparation of several comprehensive general plans, background reports, AFFILIATIONS
<br /> and accompanying environmental impact reports. She has extensive American Planning Association
<br /> experience preparing dozens of NEPA and CEQA documents for a variety of
<br /> project types, including housing, policy changes, parks, schools, commuter
<br /> trains, roadways, pipelines,and industrial facilities. She also has experience
<br /> preparing administrative records for NEPA and CEQA documents and
<br /> conducting extensive public comment analysis for large-scale projects, and
<br /> has participated In extensive agency coordination efforts.

<br /> USACE Sacramento District, K. Hovnanian Homes,and City of Rancho Cordova,
<br /> The Ranch at Sunridge EIS/EIR, Internal Project Manager and Writer.*The joint
<br /> EIS/EIR evaluated the development of a new urban village with single-family
<br /> residential, multi-family residential,commercial,and office space,as well as parks, a
<br /> trail system,detention/water quality basins,an open space/wetland preserve,
<br /> pedestrian facilities,and parkways/drainage corridors. The project is located on an
<br /> approximately 530-acre site in the southeastern portion of Rancho Cordova.The
<br /> US Army Corps of Engineers and the City of Rancho Cordova were co-lead
<br /> agencies.
<br /> City of Burbank, General Plan Update, Climate Action Plan,and General Plan
<br /> Update EIR,Assistant Project Manager, Planner,and Technical Writer.* Assisted
<br /> in the preparation of a comprehensive General Plan update, background reports,a
<br /> greenhouse gas (GHG) reduction plan, and program EIR for the City.
<br /> City of Suisun City,General Plan Update, CEQA Analysis &Documentation,
<br /> and Zoning Ordinance Update,Assistant Project Manager and Planner.* Suisun
<br /> City is a historic waterfront town bordered by the Suisun Marsh, Fairfield, and
<br /> Travis Air Force Base. The General Plan update was designed to comply with
<br /> changes in planning and environmental laws, identify infill development
<br /> opportunities, enhance pedestrian and bicycle connectivity, and improve the city's
<br /> economic base. Climate change and the potential effects of sea level rise were also
<br /> key topics.
