Twin Valley Mutual Aid Plan General Operational Information
GENERAL OPERATIONAL INFORMATION
1. The Twin Valley Mutual Aid Response Schedule begins at the 3rd alarm. Second alarms are
generated from within each agency and may therefore vary considerably from agency to agency.
The 3rd alarm request implements the standard responses of the Twin Valley Mutual Aid Plan.
2. To initiate mutual aid, notify the LLNL Fire Dispatcher. The location, type and degree of alarm
should be given. Location is the location of the emergency; type is structural, rural,HazMat, or
wildland; degree is 3rd or 4th alarm.
3. Calls for a 4th alarm automatically include all equipment scheduled on the 3rd alarm.
4. This program does not eliminate the intermediate alarm by which one jurisdiction may request
assistance from another jurisdiction. For example,Livermore/Pleasanton Fire may request the
response of a water tender from Camp Parks without activating the entire mutual aid program,or
without going through the LLNL Dispatcher. The LLNL Dispatcher however, should be apprised
of these individual requests as soon as possible in case of simultaneous alarms. If assistance is
needed from more that one jurisdiction, the request should go through LLNL Dispatch in the form
of a greater alarm. It is desirable that all requests for additional equipment go through LLNL
Dispatch.
5. It is also the responsibility of the LLNL Dispatcher to dispatch any equipment needed to make
up a deficiency in response. For example, if one of the required responding engine companies
breaks down, the Dispatcher will dispatch the next available engine company. The LLNL
Dispatcher will advise the Incident Command of this action.
6. Staffing of Mutual Aid Units for all responses except Wildland will be a minimum of three (3)
personnel. Staffing for Wildland Responses will be a minimum of two (2) personnel.
7. The Incident Command System Field Operations Guide(ICS-420-1)will be followed to establish
a uniform command structure.
8. A GREEN flashing light has been adopted at the standard Command Post marking.
9. It is expected the jurisdictions will dispatch their closest available unit of the correct type to the
incident.
10. The first arriving Chief Officer shall assume the position of IC until relieved by a Chief Officer
of the requesting jurisdiction.
S
General Operational Information September 1, 1999 Pg. 1
