<br /> The City of Pleasanton is the lead agency and is responsible for making semi-annual payments to HUD(February 1 and August 1
<br /> of each year). The City will invoice the other PPJ jurisdictions(Livermore and Dublin)annually in August to request
<br /> reimbursement for their respective shares of the annual payment based on the schedule listed above.
<br /> Interest payments assume an estimated annual rate of 1.4%based on recent bond sales. The actual interest payments will be
<br /> provided by HUD after the loan is sold on the bond market and may vary slightly. A final repayment schedule will be provided to
<br /> all jurisdictions after HUD provides a final amortization summary.
<br /> HUD repayment terms are flexible and allow balloon payments without any prepayment penalty. Therefore,any jurisdiction may
<br /> opt to"pre-pay"all or part of its PPJ obligation rather than making annual payments.
<br /> Alameda County funds($300,000 total)were contributed up front in two increments: 1)$154,784 in Urban County contingency
<br /> funds approved July 2014;and 2)$145,216 in Urban County CDBG funds approved May 2015. Payment was made directly to
<br /> Axis;therefore,the County is not party to the PPJ for repayment of the loan.
<br /> Because funds from Alameda County were provided directly to Axis,the City of Pleasanton will only draw down$950,000 of the
<br /> $1.25 million loan amount(i.e.,$1,250,000 minus$300,000)and will make payment directly to Axis for clinic construction costs.
<br /> The repayment breakdown shown in the table above spreads the$950,000 principal(plus 1.4%annual interest)across the three
<br /> PPJ jurisdictions. Any undrawn principal(e.g.,$300,000)will remain with HUD.
<br /> The"Breakdown by Jurisdiction"is based on population data from the 2010 Census(American Fact Finder). The population for
<br /> Unincorporated Alameda County(Sunol and Castro Valley only).
