Pleasanton Planning Commission
June 23,2015
Re:PUD-25 Hearing of Lund Ranch I1
Subject Traffic
Traffic data referenced in the EIR is dated 2012
Many changes have taken place locally and regionally since 2012 as it relates to traffic. Primarily
economic recovery,location of jobs,public transportation(or lack-of),and development.
Residents who access their homes from the Sycamore/Sunol traffic signal enter into residential areas
which dead-end. The 2 primary terminus points are currently Calliope Preserve, and the water tank at
the end of Sycamore Creek Road.
Development of Lund Ranch, according to a plan initiated in 1992,will extend the terminus into the
Lund Ranch Property.
Residents in this area use streets identified in the EIR as RESIDENTIAL COLLECTORS.
® The NSSP are will always have a terminus to the road circulation system. That is the plan. Adding 50 DU •
at Lund Ranch will not change that plan. The plan has been, and will be for this area to never have any
cut-through traffic. The amount of traffic using the Bridle Creek drculation system is finite and
predictable (10 car-trip/day for each DU)
The Mission Park circulation system is un-predictable,and infinite. The EIR correctly designates Junipero
Street as a LOCAL COLLECTOR STREET. This identifies that the street is used by drivers who are not
residents of the neighborhood.
With the LOS of the traffic signal controlled interchange at Bernal/1"Street being F,and exempt,
Junipero is becoming a 2-lane arteriaL Especially during the morning and evening peak times.
Due to Pleasanton's roadway system,Geography, and the development within Pleasanton,Dublin, the
Tri-Valley and Central Valley, traffic(congestion)in South Pleasanton has Increased dramatically since
2012.
The LOS of the traffic signal interchanges on Sunol Blvd from 680 to 1n/Bernal have deteriorated to E or
F.
Lastly,I need to challenge the traffic count data listed In the EIR at locations:Sycamore Creek Way and
Sycamore Road (Table 4.6-1&Figure 4.6-2).
Based on ACTUAL OBSERVED car vehicle counts gather over numerous days during peak-times(a 2 hr+
observation period),the number of vehicles passing in both directions at the Sycamore location ranges
