® locating the olive trees in the background on the grading map and measuring the topo
lines in those trees. The area of the tree grove is in the unmodified slope area and has a
run of 29' feet with a rise of 10' which is a slope of 33%according to the topo map. Staff
has extended a line from the trees to barn area to show the natural slope, but that line is
just as steep (or even steeper) as the unmodified slope of 33%. This most of the area in
the photo is not developable under PP because whether natural or man-made it is greater
than 25%slope.
- v
i ,, t y es-- _ N ODIFIE,,r 7 eti llE
r ORIGINA S • AS DRAW 1 : 1
{ ^,. i yap} ; r —; : r x '•
,g, r °-akfm ,,i a i s a `,M,,'4q:"' +r '"r-, ,- r . , r :
® ` `5-+-• n. - r-,..t, --Ez,.-,,, '# t.7'9;°ns'k,FMirtr' ', - ,
R u 't x+ a` k i e,..
a C.:.h rk Itf:l + .r..0;441/4:74" a k ,,y+f `^^r. ,f n..b Y. a i'.
r r '.:7-4-.,L t .4'i ,ifi sa rd`µ° y *r sec'9
Overall, I found that 12 of 52 lots appear to violate the PP rule prohibiting development
on slopes greater than 25%. Those lots are 4, 5, 29, 30, 33, 34, 35, 36, 37 and 38.
Additionally, the service road between the courts behind lots 26 and 30 crosses slopes
greater than 25%. Finally, the main road also crosses slopes greater than 25%near lot 19
and then again near lot 35 and 34.
Ridgeline Definitions:
Staff suggests the definition of ridge and ridgeline in the general plan when PP was
passed and still in place are not sufficient for this development and a modification is
necessary to define when a ridge ends. I have created a drawing to show the problem with
Staff's definition of the `last hill" for a ridge. In this example of a ridge profile, only the
small section near the top would be a "ridge"because all the other areas have continually
decreasing elevation. I'm sure this is not what the voters intended when they passed PP.
They would have expected that the houses depicted on the ridge would not be allowed
® and the house on the flat would be allowed. Furthermore, Staff's definition would
