It is not necessary to provide all that
information again, so instead I want to highlight two issues.
® Sunset Creek Connection road options:
In this latest Staff report, three options are explored for a potential connection to Sunset
Creek. In each of these options, the proposed road and the grading necessary for the
creation of the road crosses slopes that are greater than 25%. In addition, the grading for
these connection options also encroaches on the 100' vertical distance to the end of the
ridge where the end of the ridge uses the Staff methodology of"last hill,"which is at
580' on the drawing titled "Ridges and their End Points"presented by Staff at previous
hearings. Because PP restricts structure and grading on both slopes greater than 25% or
within 100' vertically of ridge, all three options presented in the Staff report are not
permissible.
I have previously questioned the Staff"last hill" definition for ridges because I feel it is a
poor method for defining ridges. In this case, Staff didn't not follow their own
methodology for the ridge above the proposed Sunset Creek connection. The "last hill"
on that ridge is at 513' on the developer's topo map immediately adjacent to the water
tank. USGS topo maps drawn prior to construction of the water tank confirm the location
of a last hill at approximately the 520' elevation. Therefore, the entire hillside down to
the creek(elevation 420' to 440') is subject to PP restrictions.
Much of the public discussion about this project has centered on the access and the
implication of PP on the ability to build a road connection to Sunset Creek. The
® underlying issue is whether a road is a structure. Staff has taken both sides of this issue,
