ESA
ESA has prepared
dozens al Focused
Efts and tiered
CEQA documents_
SECTOON 1
Project Description and Approach
Project understanding
ESA assisted the City of Pleasanton with the preparation of the Genera/ Plan
Amendment and Rezoning Supplemental E/R for the City's Climate Action
Plan (CAP) and current Housing Element. The comprehensive CEQA
documentation prepared by ESA simultaneously met the requirements for a
"qualified CAP" per the Bay Area Air Quality Management District draft
guidelines, addressed the Attorney General's lawsuit on the General Plan
Update ElR` and responded to the Superior Court Writ of Mandate in the
Housing Element lawsuit. Through this experience, ESA has formed a
clear understanding of the challenges and sensitivities involved in
development in Pleasanton and the potential future growth
opportunity areas. We fully understand the challenges involved in the City's
efforts to expand opportunities and encourage development while addressing
potential environmental impacts.
Further. ESA understands the City's efforts to create a more sustainable
and energy- efficient City and achieve the appropriate balance between
economic development/ employment generation and reducing greenhouse
gas emissions through smart growth planning strategies such as mixed -use
development.
Co or Pleasanton Johnson Nye Ecvnomsc Development Zona Ew 1-1
