THE CITY COUNCIL met in Regular Session at 8:00 P.M. on the above date with Mayor Long presiding. ROLL CALL by the City Clerk evidenced the following attendance: Councilmen Bubics, Gerton, Harding, McWilliams and Mayor Long were present. Mr. Fales, City Manager, Mr. Struthers, City Attorney, Mr. Campbell, City Engineer, and Mrs. Woodward, City Clerk, were present. PLEDGE OF ALLEGIANCE TO THE FLAG was led by Mayor Long. APPROVAL OF MINUTES It was moved by Councilman McWilliams and seconded by Councilman Harding that the minutes of November 1st, 8th, 15th and 22nd be approved with the correction deleting the vote of Councilman Gerton in the adjournment of the meeting of November 15th. The roll call vote was as follows: AYES: Councilmen Bubics, Gerton, Harding, McWilliams and Mayor Long NOES: None ABSENT: None MEETING OPEN FOR ANY MEMBER OF THE AUDIENCE TO ADDRESS THE COUNCIL No one addressed the Chair. JRESENTATION OF SERVICE APPRECIATION AWARD TO FORMER MAYOR AND CITY COUNCILMAN RENO CAIRO Mayor Long presented Mr. Reno Cairo with a framed copy of Resolution No. 65-181, which accepted the resignation and expressed appreciation for the services per- formed by Mr. Cairo during his fifteen years of serving the City of Pleasanton as Councilman, Vice -Mayor and Mayor. Mayor Long also presented Mr. Cairo with an inscribed gold plaque. Mr. Cairo accepted these mementos and expressed his appreciation to the members of the City Council and City Staff. PUBLIC HEARINGS were not scheduled for this meeting. REPORTS OF BOARDS AND COMMISSIONS Report of the Plannin: Commission Re: Assi:nment of Zonin_ Districts to the Area o Annexation No. 40, "Kaiser Quarry Annex 'A Mr. Fales read the report of the Planning Commission which recommended to the City Council that Ordinance No. 309 be amended in order to assign both the I -P and the I Districts to certain properties within Annexation No. 40 currently zoned "A" District.' It was moved by Councilman Harding and seconded by Councilman McWilliams that the Public Hearing on the rezoning of Annexation No. 40, Kaiser Quarry Annex "A from the "A" District to the "I -P" and "I" Districts be set for 8:00 P.M. on January 6, 1966. The roll call vote was as follows: AYES: Councilmen Bubics, Gerton, Harding, McWilliams and Mayor Long NOES: None ABSENT: None REPORTS OF THE CITY MANAGER Proposed Water Quality Control Board Resolution Prescribing Waste Dischar Re- rements Mr. Fales stated that on December 16th the Water Quality Control Board will con- sider a proposed resolution which consolidates and clarifies all the former resolu- tions pertaining to acceptable disposal standards for the various cities under the Board's jurisdiction. It was moved by Councilman Bubics and seconded by Councilman McWilliams that the Staff be authorized to make a statement at the meeting of the Water Quality Control Board agreeing with their proposed resolution which is to consolidate and clarify all previous resolutions pertaining to disposal standards.
