not limited to, land acquisition, construction, rehabilitation, subsidization, and counseling or
assistance to other governmental entities, private organizations, or individuals to expand
housing opportunities to lower-income households.
B. Moneys in the housing fund may be disbursed, hypothecated, collateralized, or otherwise
employed for the purposes set forth herein. These purposes include, but are not limited to,
assistance to housing development corporations, equity participation loans, grants,
development loan funds, participation leases, loans to develop affordable housing or other
public/private partnership arrangements. The housing fund may be used for the benefit of
both rental or owner -occupied housing...."
The Housing Element (2015) includes many goals, policies and programs which apply to the
Sunflower Hill. After citing provisions of the Housing Element, its application to the project is
briefly discussed.
Goal 5: Produce and retain a sufficient number of housing units affordable to extremely low-,
low- and very low-income households to address the City's responsibility for meeting the
needs of Pleasanton's workforce, families, and residents, including those with special needs.
Policy 9: Support the development of housing for persons with special needs.
For both Goal 5 and Policy 9, the occupants of the Sunflower Hill project will be very low
and low-income persons with special needs.
Program 9.1: Seek State and Federal assistance for the development of housing to meet the
housing needs of households with extremely low, low and very low incomes as well as those
with disabilities (including developmental disabilities). Potential sources may include the
HUD Section 202 and 811 programs ....
The $2,250,000 in City LIHF will be leveraged by SAHA to obtain a larger amount of
County, State and Federal funding assistance for the targeted income ranges.
Program 9.2: Seek creative alternative and non-traditional means, including using available
City financial and property resources and working cooperatively with community groups,
that will assist in the production or preserving housing for extremely low-, very low-, low -
and moderate -income -households as well as special needs housing including housing for
those with disabilities.
The combination of land and funds from the Irby Ranch developer is an alternative
approach for the IZO that included an early relationship with local group Sunflower Hill
with an ENRA for housing for special needs persons.
Goal 6: Promote the production of housing affordable to extremely low-, low and very low-
income households by actively working with and creating incentives for non-profit housing
developers.
PUD -129, Sunflower Hill Housing Commission
6 of 9
