Page 3
Land Use and Design Policies
LD-P.2: Our downtown character and building height is important but should be considered mutually exclusive
of each another. We can still maintain our downtown character with building heights above 30 feet and
recommend that the height limit as outlined under LD-1.4 be increased to at least 40 feet.
LD-P.5: Contradicts itself by mandating that future projects should "locate building facades at the sidewalk's
edge to maintain a defined streetwall" and also"incorporate outdoor spaces such as outdoor dining areas and
plazas into building design along street fronts outside of the public right of way".
LD-P.15: We have not changed our position on opposing the requirement that businesses "fronting Main Street
and certain streets within portions of the Mixed Use-Downtown District designated active streets". In our
opinion, this restriction would do nothing to improve our downtown's vitality and in fact
make it less desirable for businesses and future developments.
LD-P.16: Please confirm if commercial spaces behind Main St. will also need to comply with the "Active
Ground Floor Use" policy. We do not believe they should be required to comply.
LD-P.17: We agree that future residential units should be limited to the second story of commercial buildings.
However,we do not agree that ground floor residential should not be permitted behind commercial buildings.
This significantly limits opportunities on narrow deep sites where commercial uses behind the street fronting
space is not viable.
Traffic Circulation
Being mindful that consistent traffic flow in the downtown area is paramount for a sustainable and growing
business district,we ask that the report include improving the Main Street, St.John and Ray Street bottleneck.
Town Square District
We are curious why the Floor Area Ratio (FAR) in the Town Square District as outlined in the DSPD is different
than what is outlined for the other areas of downtown? By limiting the FAR,the City is reducing the value of
their land and potential revenue to the City when the land is leased or sold.
We are also concerned that there is no mention of what will occur to the Civic Center area if the voters do not
approve relocation. What is plan B?
Lastly, the DSPD supplants the general guidance of the existing Downtown Specific Plan with 200 pages of quite
specific directives. It is essential that the DSPD include a provision that City policy makers can balance and
choose between directives, which should be identified as guides and not zoning rules, such that policymakers
can approve quality projects that do not meet every one of the hundreds of directives included in this
document.
Thank you for considering our recommendations and please let me know if you'd like to discuss these in more
detail.
