ATTACHMENT 5
From: Nancy Allen
Sent: Thursday, August 22, 2019 2:44 PM
To: Ellen Clark
Cc: Brian Dolan
Subject: ax throwing -additional due diligence you may want to be prepared with
Hi Brian and Ellen,
I wanted to pass along some food for thought as you prepare for an appeal of the axe throwing
lounge. When the application came to the PC, staff had not provided the PC any guidance about blood
alcohol or monitoring drinking. As such we pretty much "winged" what we thought a prudent limit is
and I am not sure we got this right or not. I hope you can spend time on this and make a good
recommendation about the appropriate limit. Also insuring you and the applicant have more detail on
how this would be monitored.
As you know the PC voted to limit alcohol to 2 drinks/hour. Presumably, that could be 4 drinks for the
average axe throwing session of 1 %: hour activity. I would appreciate if you could help the Council
validate how much blood alcohol 4 drinks in about 90 minutes could be and if that is a "safe" level. Also,
very importantly, how does that get monitored, especially if someone comes over to the lounge after
drinking elsewhere previously.
Below are a couple articles I found but sure they are the right ones The bottom line is that impairment
starts at blood alcohol level of 0.5 and someone is legally drink at 0.8. Most lawyers seem to advise
people to not have more than 2 beers/glasses of wine in a 1-2 hour period to stay safe on the
road. My read from articles is that most experts would say having 4 drinks in a about a 1 %: hour
period (such as the PC proposed) could easily put someone in the 0.5 to 1.0 range of blood alcohol and
the person could be impaired. And this assumes they had no drinks to start with.
The additional questions you might want to vet in addition to alcohol include:
- What is minimum age for attendees/participants?
- Should we require closed toe shoes as some ax throwing ventures do?
Thank you for doing additional due diligence here.
https://www.quora.com/How-much-beer-ti-alcohol-volume-can-a-180-pound-2l-year-old-male-non-
commercial-driver-drink-without-ettin-a-DUI
