ThE CITY OF
East Pleasanton Specific Plan ~
Public Comments pL-EASANTON0
From:
Sent:Tuesday, December 03, 2019 1:40 PM
To: Mayor and City Council <citycouncil@cityofpleasantonca.gov>; greidpl@att.net
Subject: East Side
City Council,
Selecting a developer as a leader in the planning process for the East Side
can have unfortunate consequences for Pleasanton citizens. For example,
selection of consultants could reflect a bias for consultants that are more pro-
developer than they are unbiased/competent professionals. And living in a
period of less regulation at almost every level, there are fewer safeguards for
the public.
This area is not just a flat piece of land with no potential
geologic/environmental risks. Detailed studies, beyond the generalized
studies previously made by property owners, should be conducted as a
way to prioritize safe sites depending on intended
uses. Potential geologic and environmental hazards
include:
• seismicity and seismic response
• unstable backfill materials and bank stability
• flooding
• liquefaction potential/settlement
• investigation/remediation of hazardous wastes
• potential for ground-water contamination, etc.
Note that studies for agriculture, parks, industrial/commercial uses are not as
rigorous as those needed for uses such as residential/schools/hospitals.
Thorough investigations should be conducted for the purposes of identifying
sites that are of higher risk and more expensive to develop.
George Reid, Certified Engineering Geologist
Pleasanton
Provided to City Council for the February 18, 2020, Meeting
