EXHIBIT 1 <br /> <br /> SAN FRANCISCO RECYCLING RATE REQUIREMENT <br />(from Alameda County Waste Management Authority, Resolution No. 78) <br /> <br />Policy E-4 of the Plan requires that: "Import or export of solid wastes beyond that shown in the <br />facilities plan will require an amendment to the facilities plan.
