411 FIRSTCARBON Letter
SOLUTIONS proposal
FCS INTERNATIONAL.INC.
II
Construction Noise and Vibration Impact Analysis
Construction associated with development that could occur with implementation of the Housing
Element update would require the short-term operation of heavy equipment in the vicinity of sensitive
receptor land uses. The analysis will determine if construction noise would potentially generate a
substantial temporary increase in ambient noise levels in excess of the City's noise ordinance
specifications. Construction noise impacts will be evaluated at a programmatic level commensurate with
the level of detail provided by the City.
FCS will also analyze potential vibration impacts from construction activities associated with
development that could occur with implementation of the Housing Element update. FCS will utilize the
methodology and thresholds contained in the Transit Noise and Vibration Impact Assessment, prepared
by the Federal Transit Administration for determining construction-related groundborne vibration
impacts.
Operational Noise and Vibration Impact Analysis
A quantitative assessment of noise impacts from site-specific and cumulative vehicular traffic trips will
be performed.Traffic noise impacts will be assessed using the United States Federal Highway
Administration (FHWA)Traffic Noise Prediction Model (FHWA-RD-77-108, December 1978). FCS will
utilize the project trip generation data from the TIA. FCS will determine traffic impacts based on whether
the proposed project would generate a substantial increase in traffic noise levels in the project vicinity in
excess of standards established in the City of Pleasanton General Plan or noise ordinance.
FCS will also evaluate potential noise impacts from new stationary noise sources that could be developed
from implementation of the Housing Element update, such as new parking lot activities or mechanical
ventilation system operations,to determine if such development would generate a substantial increase
in ambient noise levels in excess of the City's operational noise performance standards.
Summarize Noise Reductions and Significance Findings
Mitigation measures designed to reduce short-and long-term noise impacts will be identified where
appropriate. Both an evaluation of the potential mitigation measures and a discussion of their
effectiveness will be provided.
Subtask 4.5: Transportation Analysis (Fehr & Peers)
Fehr& Peers will perform transportation engineering services for the Program EIR.Their analysis will
consider the transportation impacts to the City of Pleasanton roadway system with rezoning of non-
residential sites to permit additional housing development. In many cases, residential development
would replace other planned development and could result in less vehicle trip generation than assumed
in the City of Pleasanton General Plan EIR. However, residential uses could alter travel patterns in their
vicinity and could result in potentially deficient operations not previously identified.
NORTH AMERICA I EUROPE I AFRICA I AUSTRALIA I ASIA 11
FIRSTCARBONSOLUTIONS.COM
