City and Developer entered into a Development Agreement on <br />November 18, 1986. <br /> <br />2. That Agreement will expire on October 1, 1998. <br /> <br /> 3. Developer has requested to extend the term of the Development Agreement <br />to October 1, 2005. <br /> <br /> 4. Developer has constructed virtually all the public improvements called for <br />in the Agreement and has otherwise complied in all respects with the Agreement. <br /> <br /> 5. There are no circumstances today which would require or justify changing <br />the zoning regulations applicable to the project. <br /> <br /> <br />
