Enforceability. <br /> <br /> Unless amended or ter~ninated as provided hereinabove, <br />this Development Agreement is enforceable by any party to it <br />notwithstanding any change in the applicable general or <br />specific plan, zoning or subdivision regulations adopted by <br />the City which alter or amend rights created by this Agreement. <br /> <br /> 13. Attorneys' Fees and Costs. <br /> <br /> If legal action by either party is brought because <br />of breach-of this Development Agreement or to enforce, a <br />provision hereof, the prevailing party is entitled to reasonable <br />attorneys' fees and court costs. <br /> <br />14.
