PLEASANTON
ITEM 4: PUBLIC COMMENTS
?+, HOUSING ELEMENT UPDATE eE
2. 18.5 Should the Affordable Housing fee be used to work with non-profit
developer be a high priority? Yes, great idea! Say the fee "will" be used for
that purpose. See #1 above and #2 under Housing Constraints. Yes,
Sunflower Hill was a success and was driven by a proactive organization.
For affordable housing in Pleasanton, Pleasanton needs to be just as
proactive.
3. Add a program of Preservation Options to specifically address Page A59
"Assisted units at risk of conversion". The existing programs are vague.
There are 672 low-income units in Pleasanton at risk of conversion to
market rate in more than 10 years. It isn't clear where these are. They must
have been built before 2001 because after that date all affordable units are in
perpetuity, right? 672 units is a large number for us. There should be a
section for "Preservation Options" similar to other cities. Ten years is not
too soon to work on keeping them affordable.
4. 36.1 "Workforce Housing" has come to be used as the name for the
"forgotten or missing middle" or low and moderate housing, which
eliminates very low housing. Consider using "essential or service worker
housing" which would include very low.
5. Program 38.3 sort of addresses office conversions but is not so much
conversions but tear downs. Expand 38.3 to look at true conversions. Office
conversions deserves its own discussion. Although I haven't seen another
city address this, my guess is that with more employees working from home,
some businesses may choose to close their offices. This could present an
opportunity to convert office space to affordable housing. With a policy in
the Housing Element allowing this conversion, perhaps encouraging it,
Pleasanton would be prepared.
6. 40.3 "If the City acquires or obtains control of a potential housing site... "
Change the first word to "When".
7. 46.1 Environmental Protection. Thank you!
8. 46.2 Thank you for eliminating use of the Low -Income Housing Fund for
this purpose.
9. Add a program to work with faith -based institution properties to build
affordable housing. According to the stakeholder group, some are interested.
Item 4 - Provided to Housing Commission for the September 16, 2021 Meeting
AFTER PACKET DISTRIBUTION 5
