PUD development plan, which is necessary to establish development standards and uses for
development of the lot, and which requires review and recommendation by the Planning
Commission. A Minor Subdivision application is reviewed and approved at staff -level, but in
this instance is being processed concurrently with the PUD application. As proposed and
conditioned, staff finds the proposal to be consistent with the objectives of the General Plan
and zoning district. The Planning Commission may recommend approval, approval with
conditions, or denial of the applications to the City Council.
BACKGROUND
The subject lot is located near the east end of Trenery Drive and is part of the Mohr -Martin
area, generally defined by Martin Avenue, Mohr Avenue, the former Southern Pacific Railroad
right-of-way, and Stoneridge Drive. The Mohr -Martin area comprises predominantly of
residential uses of varying densities and home designs. Many of the properties within the area
were originally located in unincorporated Alameda County, but were progressively annexed
into the City of Pleasanton during the 1990's. Thus, many of these properties were subdivided
and developed in conformance to planning, zoning, and construction standards of Alameda
County.
On April 1, 1997, City Council adopted Ordinance No. 1709 for RZ-97-2, which prezoned the
subject property to the PUD-LDR District as part of a larger 34.5 -acre area, for a maximum
density "approaching" 2.0 dwelling units per acre'. The property was formally annexed into the
City of Pleasanton in 1998.
City Council approved PUD -97 (2201 Martin Avenue) in 2003, and more recently, PUD -140
(2207 Martin Avenue) and PUD -141 (2215 Martin Avenue) in October 2021. All three
properties are north of the subject site and included similar proposals to subdivide an existing
parcel into two parcels, establish development standards and uses, and retain and construct
homes and related site improvements.
SITE AND AREA DESCRIPTION
The subject property is a flat, 1.3 -acre "L" shaped vacant site, addressed as 3707 Trenery
Drive but with frontage on both Trenery Drive and Martin Avenue (see Figure 1). There is a
cluster of small trees in the southwest corner of the lot, with mature trees along the property
lines of the adjacent lots to the south and west (Figures 2 — 4). A vacant lot and single-family
homes are located north, across Trenery Drive, a single-family home and Alameda Flood
Control property (across Martin Avenue) are located east, and single-family homes are located
immediately south and west of the subject site. Existing houses in the area are one- and
two -stories and sited appropriately with their respective lot size.
1 The Agenda Report for this item clarifies the allowable density as "maximum density approaching 2 du/ac (i.e.
1.999... du/ac).
P21-0132, P21-0133, & PUD -142, 3707 Trenery Drive Planning Commission
2of12
