THE CITY OF
PLEASANTON.
MEMORANDUM
Date: January 5, 2022
To: Planning Commission
From: Natalie Amos, Associate Planner
Subject: Agenda Item 6: P21-0132, P21-0133, and PUD -142: 3707 Trenery Drive
ATTACHMENT 5
Background
This item was originally scheduled for review by Planning Commission on December 8, 2021. Leading
up to the December 8 meeting, staff received several comments on the above referenced project — six
emails and one phone call objecting to a two-story home and 31 emails of support for the project. Those
emails are attached hereafter. In addition to the emailed comments, staff communicated by phone with
June Lister, property owner of 3547 Trenery Drive, the property north and east of the subject site. Mrs.
Lister expressed concerns regarding privacy and massing with a two-story home on Martin Avenue and
would prefer a single -story home instead.
Mrs. Lister will be unable to attend the Planning Commission meeting by Zoom, but has invited
Planning Commissioners to call her if they would like to speak regarding her concerns about the
proposal. (Staff can provide contact information upon request).
On December 8, 2022, at the request of the applicant, the item was continued given the anticipated
volume of public comments on the project and time constraints with other public hearing items. The
project is now being presented to the Planning Commission at this January 12, 2022 meeting. This
memorandum supplements the agenda report that was previously distributed to the Planning
Commission and has been included again, unmodified, for the continued agenda item.
One- and Two -Story Homes
Among the comments received, none are opposed to development of the site in general, but comments
against the project are of the opinion a two-story home would be setting an inappropriate precedent in
the neighborhood; several commenters state that only single -story homes should be allowed given their
homes on Cameron Circle were required to be single -story homes'.
Although homes on Cameron Circle are single -story, most of the homes in the broader Mohr -Martin
area, generally defined by Martin Avenue, Mohr Avenue, the former Southern Pacific Railroad right-of-
way, and Stoneridge Drive are two-story homes. Using public records, staff researched which of the
larger lots in the Mohr -Martin area are more than one-story and which vacant lots could be developed
with a two-story home in the future (see Figure 1). Staff notes most of the smaller lots in the Mohr -
Martin area, and the majority of homes overall, are two-story.
See page 14 of the Public Comments attachment for background on the Cameron Circle development.
