As no development is proposed for HVSP <br />Lots 96 and 97, which were proposed to have five and 75 new homes, respectively, the <br />segment of the proposed bypass road on the subject Lot 98 is not needed as it would result in <br />a dead end if built at this time. <br /> <br />The HVSP trails plan includes a total of seven trails (See Figure 4, Happy Valley Trails Plan.) <br />Three of the seven trails are linked to the development of Lot 98: these include the Happy <br />Valley Loop Trail; Golf Couse Loop Trail; and Spotorno Flat Area Trail. <br /> <br />Figure 4: Happy Valley Trails Plan <br /> <br />Proposed Trail: <br />1.
