City of Pleasanton–Spotorno Ranch Reduced Development Project
Environmental Checklist Initial Study/Consistency Checklist

102 FirstCarbon Solutions
https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480021/Consistency Checklist/21480021 Spotorno Ranch Consistency Checklist ScreenCheck.docx
f) Destruction of Paleontological Resource or Unique Geologic Feature
Would the project: Directly or indirectly destroy a unique paleontological resource or site or unique
geologic feature?
This question was not included in the 1998 HVSP FEIR. No determination was made in the 1998
HVSP FEIR regarding the level of significance related to paleontological resources or unique geologic
features.
On February 23, 2018, consulting paleontologist Dr. Ken Finger performed a records search on the
University of California of Paleontology (UCMP) database for the Spotorno Ranch project site in
Alameda County. Dr. Finger’s report concluded that the project site is situated upon Pleistocene
alluvium, early Pleistocene and/or Pliocene sediments, and Miocene sedimentary rocks. All three of
these units have high potential of yielding significant paleontological resources. The UCMP database
lists 64 Pleistocene vertebrate fossil localities in Alameda County, which have yielded a total of 1071
specimens. The project area should therefore be considered moderate to highly-sensitive for
undiscovered paleontological resources.
Subsurface construction activities associated with the proposed project, such as grading and
trenching, could result in a significant impact to paleontological resources, if encountered.
Paleontological resources may include but are not limited to fossils from mammoths, saber-toothed
cats, rodents, reptiles, and birds. Accordingly, a refinement is proposed for MM K2, which covers
inadvertent discovery of archaeological resources; the refinement would be included as a condition
of approval and would apply to inadvertent discovery of paleontological resources. Implementation
of MM K2, as enhanced by a proposed condition of approval, would reduce potential impacts to
paleontological resources that may be discovered during project construction. With the
incorporation of the proposed refinement to MM K2, the proposed project would not result in any
peculiar effects and would not result in new or more severe impacts related to paleontological
resources or unique geologic features beyond what was previously analyzed in the 1998 HVSP FEIR.
FEIR Mitigation Measures
The following site development standards and design guidelines address the geology and soils of the
HVSP and were adopted as mitigation measures as part of the 1998 HVSP FEIR (Appendix A).
MM H1 Individual development projects proposed within the Specific Plan Area shall be
subject to preparation of a soils study as required by the Pleasanton General Plan
(Public Safety Element, Policy 5). Design of such projects are required, under the
Plan, to incorporate all recommendations of the City’s consulting engineer.
Timing: Prior to issuance of building permits.
MM H2 Purchasers of new residential units shall be provided with a copy of an earthquake
hazards information document that describes the potential for strong ground
shaking at the site, potential effects of such ground shaking, and earthquake
preparedness procedures.
