2-4 Work Schedule Annual Report
July 15, 2009
BACKGROUND AND DISCUSSION
At the time Local 1974 made the request to try the 2-4 work schedule there was concern that the
schedule would increase operating costs and/or degrade performance as a result of extending the
on-duty time to 48 consecutive hours. Although there was a possibility that fatigue would
contribute to an increased number of injuries, an increased use of sick leave, and poor decisions
during emergency operations, this has not been the LPFD's experience. In fact, as shown in
Table 1, leave usage in all categories was down during first year of implementation. There was a
slight reduction in the use of fuel. Training hours increased slightly while response times
remained consistent with the previous year. The survey conducted by Local 1974 showed that
90%of the voting members (67% of the membership)preferred the 2-4 schedule.
Net
2007 2008 Change
Work
Comp 7,531 6,194 (1,337) -18%
Sick Leave 8,793 7,776 (1,017) -12%
Hold Over 518 268 (250) -48%
Mandates 1,349 834 (515) -38%
Fuel Use 16,894 15,916 (978) -6%
Training
Hours 26,823 28,003 1,180 4%
Response 5 min/ 5 min/
Times 75% 75% None
Table 1
CONCLUSION
During the one year trial of the 2-4 work schedule, we have not experienced any adverse impact
on the community, the citizens, the City, or on Fire Department operations. The post
implementation survey indicates that it has improved the morale amongst the employees. At this
time, given the volume of emergency activity, the 2-4 schedule works satisfactorily for the
LPFD.
Attachments:
Side Letter of Agreement#1: 2-4 Work Schedule Trial Period
Side Letter of Agreement#6: 2-4 Work Schedule Adoption
