Objective Design Standards for Multifamily Housing in R-M, C-C, and M-U Zoning Districts
City of Pleasanton - 7 - January 5, 2023 - DRAFT

B. VISION STATEMENT
The City of Pleasanton puts forward the following vision statement to complement the attached
development standards and design guidelines, and to articulate the City’s planning intent as the standards
and guidelines are implemented.
Vision Statement:
The quality and character of residential and multifamily development throughout the city is of utmost
importance to the community. The vision for new residential development created under these standards
and guidelines is for attractive, livable and high quality projects that are appropriately designed and
scaled, transition and integrate with existing residential and commercial development, and have a strong
pedestrian focus that connects to and addresses the public realm. With respect to projects in Downtown
Pleasanton, these standards and guidelines reflect the status of downtown as the heart of our city. Its
charming town center, historic neighborhoods, welcoming public places, and thriving businesses are the
pride of the community. Downtown Pleasanton’s traditional character and small-town ambiance will be
preserved and strengthened. Through thoughtful public and private investment, Downtown Pleasanton
will realize its full potential, offering a safe, livable, and vibrant experience for Pleasanton residents,
businesses, and visitors of all ages and backgrounds.
C. Other Guidelines and Regulations Applying to Development
In addition to the standards set forth in this document, residential development projects, including mixed
commercial/residential projects on properties within Downtown Specific Plan and/or zoned R-M or C-C
District are subject to other regulations, including but not limited to:
a. Those set forth in the Pleasanton Municipal Code for the property based on its zoning, including
but not limited to standards as to allowable land uses, height, density, lot dimensions, setbacks,
floor-area-ratio and other applicable standards; as well as any generally applicable standards (for
example, off-street parking minimums, open space requirements, signage, landscaping, etc.)
b. Standards set forth in any applicable Planned Unit Development Plan.
c. Regulations of the Downtown Specific Plan, as applicable
d. The City of Pleasanton General Plan
As a rule, where a topic is addressed and a standard is established in these standards and guidelines, it will
take precedence over a conflicting requirement or guideline established in the Pleasanton Municipal Code
or other City-adopted document regulating development.

D. Project Review and Approval Procedures
Projects shall be reviewed and approved in accordance with the procedures established in the Pleasanton
Municipal Code.
