City of Pleasanton—Stoneridge Mall Residential Project
Section 15183 Checklist/15164 Addendum CEQA Checklist

FirstCarbon Solutions 121
Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480017/Consistency Checklist/21480017 Stoneridge Mall Residential Project Checklist
Addendum_Updated.docx
Analysis of Proposed Project
The project site would be required to comply with applicable goals and policies from the Public
Safety Element of the General Plan. In addition, the proposed project would also not interfere with
guidelines set forth in the Pleasanton Comprehensive Emergency Management Plan and Alameda
County Disaster Plan. Therefore, impacts would continue to be less than significant, and no
mitigation is necessary, consistent with the Prior EIR. There are no proposed changes, new
circumstances, or new information that would cause new or more severe impacts.
Therefore, there are no environmental effects that are peculiar to the proposed project or the
parcels on which the proposed project would be located. Impacts would be less than significant and
the proposed project would not result in a new or more severe adverse impact that was not
previously identified in the Prior EIR.
g)–j) Wildland Fires
The Prior EIR considered whether the Housing Element would
• Expose people or structures, either directly or indirectly to a significant risk of loss, injury
or death involving wildland fires.

Additional checklist questions were added to the CEQA Guidelines Appendix G Checklist in 2018 and
did not exist at the time the Prior EIR was certified. These questions address Wildfire in its own
topical section and considered whether the project would:
• Because of slope, prevailing winds, and other factors, exacerbate wildfire risks, and
thereby expose project occupants to pollutant concentrations from a wildfire or the
uncontrolled spread of a wildfire?
• Require the installation or maintenance of associated infrastructure (such as roads, fuel
breaks, emergency water sources, power liens or other utilities) that may exacerbate fire
risk or that may result in temporary or ongoing impacts to the environment?
• Expose people or structures to significant risks, including downslope or downstream
flooding or landslides, as a result of runoff, post-fire slope instability, or drainage changes?

The following Wildfire questions are addressed in the analysis of the proposed project below in
order to evaluate wildfire risks consistent with the City’s thresholds of significance.
Prior EIR Conclusions
The Prior EIR found that all of the potential sites for rezoning from the Housing Element are located
outside of the designated wildland-urban interface threat areas within Pleasanton. In addition, Policy
13 of the Public Safety Element of the General Plan sets standards for building sprinklers and fire
response systems, and requires the City to work with the California Department of Forestry and the
Fire Prevention and Firewise Communities to develop additional protection measures. Given the
above information and further policies from the General Plan Public Safety Element relevant to
