1

2012 2022 Stoneridge Mall Residential Project
2012 Housing Design Guidelines Compliance Matrix
7/15/22

This matrix sets forth the standards and guidelines from the Housing Site Development Standards and Design Guidelines (August
21, 2012) (the “2012 Design Guidelines”), along with a compliance conclusion (compliant, waiver, incentive or not applicable) and
explanatory notes. The Project does not require any incentives. There are only two items that require either application of the
flexibility provisions stated in the 2012 Design Guidelines, or waivers under the state density bonus law, as explained more fully in
the revised Housing Law Issues memorandum dated July 15, 2022 from Perkins Coie. These items are in rows 7 and 102 of the
matrix, as follows:
• Row 7, which states “Maximum Height: 65 feet (or 5 stories).” The project proposes to comply with the 65-foot height limit,
but proposes 5 full stories and 1 one-half story. The Council should apply this standard flexibly to allow the project because
the additional half story will not exceed 65 feet and therefore would not affect views. The standard qualifies for a waiver
because the project, with its density bonus units, cannot fit within 5 stories.
• Row 102, which states “A minimum of 75% of ground floor units (within 5 feet of grade) shall have entries onto street, internal
street, paseo (walk), or open space (including corridor buildings).” The Council should apply this standard flexibly to allow the
project because outdoor entrances for individual units are not feasible for the high-density, multi-family residential
development the City is encouraging to fulfill its share of regional housing needs. Many of the examples of high density
projects that the City showed the community as examples, and that the City Council considered when directing staff to study
50-80 DU/acre did not have ground level entries for every unit. The standard qualifies for a waiver because the project could
not fit on the site if it were required to add ADA ramps to account for the grade differential between the first floor units and the
adjacent outdoor grades.
