However, it was determined that compliance with the RWQCB NPDES Construction General Permit, which covers construction-related erosion, would ensure that runoff from all sites would not worsen existing water quality impairments, thereby indicating the sufficient control of erosion and siltation. The Prior EIR identified that future individual development projects would comply with Goal 6 of the City’s Public Facilities and Community Programs Element, which requires that development minimizes stormwater runoff, and provision C.3 of the MRP, which would reduce impacts on erosion by implementing measures such as construction BMPs, natural topography protection, and requiring that stormwater facilities are maintained. Therefore, the Prior EIR concluded that buildout of the Housing Element would have less than significant impacts with respect to on-site and off-site erosion. Analysis of Proposed Project As required, the proposed project would comply with the ACCWP NPDES Permit and the RWQCB Construction General Permit, both of which contain measures to minimize erosion. Because the proposed project would disturb more than 1 acre of land, it would be required to implement erosion and sedimentation control measures, such as a SWPPP, during construction and operation. In addition, the proposed project would also be required to prepare and comply with Pleasanton Municipal Code Chapter 9.14.080, Reduction of Pollutants in Stormwater, which states that all construction activities must follow BMPs outlined in the most current CASQA construction BMP manual in order to prevent any debris and dirt flowing into the City’s storm sewer system, and all operations following construction must comply with project-specific guidelines or requirements identified by the City’s operations services director.64 As such, the proposed project would not introduce any new drainage impacts resulting in erosion or sedimentation not previously disclosed in the Prior EIR. Impacts would continue to be less than significant, and no mitigation is necessary, consistent with the Prior EIR. There are no proposed changes, new circumstances, or new information that would cause new or more severe impacts. Therefore, there are no environmental effects that are peculiar to the proposed project or the parcels on which the proposed project would be located.
