40 City of Pleasanton Operating Budget • FY 2023/24 - FY 2024/25 Fund Balances The City’s operating fund balances represent accumulated funds available to be spent in the future. Overall projected FY 2023/24 operating fund balances total $137.2 million, and for FY 2024/25, this total is expected to increase slightly to $138.7 million. The General Fund’s fund balance is projected to decrease by $2.7 million from FY 2022/23 to FY 2023/24 and by $2.0 million from FY 2023/24 to FY 2024/25, largely due to an annual $2.0 million transfer to the Miscellaneous Capital Fund. Fund balances in the Internal Service Funds are projected to decrease by $2.5 million from FY 2022/23 to FY 2023/24 primarily due to one-time replacement costs for vehicles and equipment exceeding annual contribution totals from the General Fund but increase by $1.2 million from FY 2023/24 to FY 2024/25 with large one-time expenditures going away in the second year. Fund balances in the Enterprise Funds are expected go up due to increasing revenues in the Water and Sewer Operating Funds combined with reduced expenditures. Fund balances in the Special Revenue Funds are projected to decrease by $0.6 million from FY 2023/23 to FY 2023/24 mostly due to a planned purchase of Police Department’s Mobile Command Center vehicle utilizing the fund balance in the Law Enforcement Services Fund.
