Q: Are "variable charges"the same as "consumption rates"? There is a line item on my bill
for"Pleasanton Water Var Charge"that has no associated cost. This is very confusing.
A: We recognize that this issue is very complicated, with many unfamiliar terms that may be
difficult to understand.
The proposed variable charges refer to consumption rates. Currently, single-family residential
customers receive the first 20 ccf(100 cubic feet) per billing cycle at no charge from the City,
which is why there has been no "Pleasanton Water Var Charge" on many customers' bills. The
proposed rate structure will charge each customer for the total amount of water they use in
each billing cycle. If the proposed rates are approved, the fees for your water usage will appear
in this line. You can see an example of this on the current and proposed water bills on the
City's New Proposed Water Rates webpage.
Q: Some of the information about new rates references ccf and some refer to tiers. How can I
determine my new charges?
A: The "Pleasanton Water Var Charge" fee is calculated by usage within each tier for single-
family residential customers. Households that use 20 ccf or less of water each billing cycle will
be charged fees based on the Tier 1 row of the Variable Charges FY 2024. For example, if you
use 5 ccf of water per billing cycle, the "Pleasanton Water Var Charge" fee will be $5.49 x 5, or
$27.45. There are three tables, one for each year of the proposed rates. The top table has
rates for the first year, with additional tables for 2025 and 2026. These tables can be found on
the Public Hearing Notice.
Q: I'm currently not charged for a Zone 7 consumption rate. Will the proposed charge be
calculated by ccf or by tier? Is this charge fixed or will it decrease when we start using our
wells again?
A: Currently, the "Zone 7 Cost" shown on your bill is a consumption charge per ccf—there is a
charge for every ccf that customers use. The proposed rates will include a fixed meter charge
for Zone 7 and a consumption charge for water used. You can see an example of this on the
current and proposed water bill examples on the New Proposed Water Rate webpage.
Page 15
