Below are two charts that demonstrate the proposed cost and percentage adjustments for the
total water portion of single-family residential utility bills for the next three years. Note these
charts reference changes in cost per billing cycle (every 2 months).
Customer Impacts at Various Levels of Usage-Single Family Residential,518 inch meter
1 000
900 5872
800
0 $700
5553
5620
r $600
c 5500 399 446
400 3Zy$354
m $300
281
00 $59 $77 $91 $100 $99$132 E157 E174 $187$
So moll I
10 ccf 20 ccf 40 ccf 80 ccf 90 ccf
Very Low Use) (Medum-lav Use) (Medium-High Use) High Use iVery High Use)
Current Bill 59.23 598.53 186.93 S28C 53 44643
Proposed Bill 2024 S76-80 13170 25990 39871) 5619.80
Proposed Bill 2025 9076 15656 S31396 S48636 S76146
Proposed Bill 2026 100-00 S17350 353.50 S55290 5871 80
Customer Impacts at Various Levels of Usage-Single Family Residential.518 inch meter
391%
971%95.3%
90%
80% 68.8°k
76.1%
68.0°f _.
73.4%70.
m
60°% 53.2°
58.9
0 50% 33 7
39
4211
38.8%
40
E 30%
0°1D
0°fD
10 ccf 20 ccf 40 ccf 60 ccf 90 ccf
Very Low Use) (Medium-Low Use) (Medium-High Use) High Use) Very High Use)
Current 1111
Proposed Bill 2024 29.71%33.7% 3900%42.1% 38.80,6
Proposed Bill 2025 532%58.9% 68,0%73 4% 70.6%
Proposed Bill 2026 68.3%76.1% 891%97.1% 95.3%
Q: Different rate components look like they are being adjusted different amounts.Where
does the 30% increase come from?
A: There are several components to the water rates on current utility bills, including usage-
based charges for both Zone 7 Water Agency and Pleasanton, in addition to one fixed meter
charge. The proposed rates will include usage-based fees for both Zone 7 Water Agency and
the City of Pleasanton, in addition to fixed meter fees for both agencies. When looking at
individual components of the proposed rates, some changes are significant.
The current Pleasanton distribution rate (listed as "Pleasanton Water Var Charge" on line 2 of
current utility bills) does not sufficiently cover the cost of delivering water to our 22,000
customers and maintaining the distribution system. While this rate is changing significantly, it's
because we're shifting costs from fixed meter charges (listed as "Pleasanton Fixed Water"
Charge on line 1 of current utility bills) which are decreasing significantly. Focusing on only
specific components of the proposed rate increase gives an incomplete view and understanding
of the overall rate adjustment that was recommended in the water rate study.
Page 13
