The final documentation
transferring Right of Way (ROW) from the City to Caltrans was never completed. Caltrans has
requested that the ROW transfer be completed prior to its issuance of any encroachment
permits for the Stoneridge Drive at I-680 northbound on-ramp project.

There are five parcels that were dedicated by deed and included on the parcel maps for the
existing ramps, but those parcels never completed the dedication process. Escrow has closed
on the properties and the transfer has been finalized. This action concludes the transfer of
properties by requesting City Council acceptance of the project (CIP No. 16506) as complete.

RECOMMENDATION
1. Accept the project as complete and authorize the City Clerk to file a Notice of
Completion.
2. Authorize the transfer of the remaining funding of $37.29 in CIP No. 16506 back to the
Traffic Impact Fee Fund and close out CIP 16506.

BACKGROUND
In 2017 City staff met with Caltrans to review the upcoming westbound Stoneridge Drive to
northbound Interstate 680 on-ramp widening. As part of that initial review, Caltrans noted that
several properties from the original construction in 1989 were never fully transferred to
Caltrans. Caltrans requested the completion of these land transfers before CalTrans would
issue an encroachment permit for any new projects.

Staff's subsequent review of the deed documentation and the interchange mapping showed
that several land transfers from the Stoneridge Drive Interchange project that was completed in
the late 1980s were still incomplete. Five parcels were dedicated by deed and on parcel maps
for the ramps; however, those dedications did not appear to have been completed and the
right of way record maps had not been updated.

DISCUSSION
The project to complete the transfer of the five parcels is included in the Capital Improvement
Program as CIP No. 16506. In 2018, the City entered into a Professional Services Agreement
with Mark Thomas and Company, Inc. to complete services relating to the right of way closeout
and transfer process for the original I-680/Stoneridge Drive Interchange project that was
Page 131 of 270
